Bolga residents squat to take Voter’s ID photographs

Some Bolgatanga residents had to go through the sordid experience of squatting to take pictures for their Voter’s ID card in the ongoing Limited Voters Registration nationwide.

Assembly members in the Upper East region as well as unit committee members have been accused of not giving the Electoral Commission (EC) the needed support to ensure a successful registration of new voters.

For about one hour after the exercise had commenced, EC officials were stranded at some centres designated for the exercise in Bolgatanga, the regional capital, as there was no furniture for them to work. One of such centres is the Abilba Number-one JHS at Sawaba, a suburb of the municipality.

Whilst the EC team had to stand for a long while until a set of furniture was borrowed from nearby homes, those who came to register had to squat to have their photographs taken. The centre falls within the Tindonsheo Lagos Town Electoral Area.

Angry agents of political parties present as of the time Starr News visited the centre descended heavily on the assembly member of the area.

“In other areas, the assembly members have come on board to support the activities of the Limited [Voters] Registration process. But the assembly member for this area has failed to arrange the logistics for the exercise. The assembly member happened to travel. But he could have organised his people to undertake the activities on his behalf.

"The Assemblyman for Atulbabisi was able to go to the centre in his area this morning, liaised properly with the headmistress of the school to help the EC with furniture. We could have seen an appreciable turnout if assembly members had also helped to mobilise their communities to take part in the exercise,” Godwin Sofo Atindanbono, an agent of the New Patriotic Party (NPP), grumbled.

Robertson Atua, an agent of the National Democratic Congress (NDC) at the centre, registered a similar disappointment, saying: "What my counterpart (the NPP agent) just said is as true as twelve inches are equal to one foot. Besides, this centre is not well located. It's not central enough. People who are far away from this centre would prefer to go to another area like Soe (a community about five hundred metres away from Sawaba) or just lose interest in the exercise because of the distance."

Registrants sitting on their heels for photographs ended after the EC officials found an old bench from a source close to the centre. The bench was swiftly replaced with plastic chairs after Starr News had brought the anomaly to the attention of the Upper East Regional Director of the EC, James Arthur Yeboah.

Only nine people had been registered as of Starr News' second visit to the same centre around 4:00pm on Wednesday. Plaza, another centre in the municipality, had registered only two people as at 3:00pm. Turnout has remained awfully low across the region.

The Deputy Upper East Regional Director of the National Commission for Civic Education (NCCE), Joseph Kwaku Yeboah, told journalists in Bolgatanga a lot of public education programmes on the exercise had been carried out in the region. The situation, according to him, is a reflection of the "usual last-minute attitude" of some people towards time-bound programmes.

Some assembly members have attributed the irregularities seen on the first day of the exercise to what they describe as "shocking exclusion of assembly men" from the EC's arrangements.

"The Electoral Commission did not inform me [about] anything. At least, they should have taken our numbers and inform us that tomorrow or tomorrow next there would a registration. That's the problem. They should have involved us to go round and inform our people that there is a registration" Osman Musah, the beleaguered assemblyman for Tindonsheo Lagos Town, fought back.

The assemblyman for Gambibgo, Abubakari Ayinbila Atera, echoed the same concern but said he did not have to wait on the EC to mobilise his community for the exercise.

"The EC did not involve me in their plans. But I went ahead to mobilise my community members myself and organised furniture for those coming from the Electoral Commission to perform their duty well. Although, the EC has engaged us, assembly members, to assist in removing names of deceased persons and ghost names from the voters' register when it is time for exhibition after this Limited Voters Registration process.

"But I must add that the machines being used for the ongoing exercise are too slow. One person takes about thirty minutes to register. If the same machines are what we are going to use in the November elections, they would cause chaos," Mr. Abubakari stated.

The EC's Regional Director responded in a telephone interview, describing the attack on assembly members over the exercise as unnecessary.

"First of all, I don't know why anybody would go and attack their assemblymen. And secondly, we do not have any programme like Electoral Commission meeting with assemblymen to tell them what to do. But we go to the community and tell them we are going to do registration and here is the registration centre. And we ask the assemblymen to help us beat the gong-gong and organise chairs and things like that. We are in a situation where some areas the assemblymen helped, in some areas the assemblymen didn't help," Mr. Yeboah responded.

Residents blame low turnout on timing
Residents, including agents of political parties, have blamed the low turnout confronting the exercise on what they describe as unsuitable timing.

According to them, turnout is poor largely because a majority of those who have just turned 18 years and are part of the target for the exercise are in boarding schools.

"Right now, most of the students who should be registering their names on the voters' roll have just returned to school from the Easter break. If we had organised a limited registration exercise of this nature during a vacation period, the turnout would be greater than this," Margaret Abilla, a civil servant, said.

CODEO: Voter ID date errors troubling

The national coordinator of the Coalition of Domestic Election Observers (CODEO), Albert Kofi Arhin, has indicated that the limited voter registration exercise could suffer dire consequences if the Electoral Commission (EC) does not take necessary steps to address challenges encountered on the first day, especially regarding wrong dating of ID cards.

In what could be a significant setback to the EC’s resolve to supervise a free and fair election in November, first-time voters were handed ID cards showing a registration date of 27 April 2016 instead of 28 April 2016.

Director of elections for the main opposition New Patriotic Party (NPP), Adjei Mensah Korsah, speaking to Class News, urged the party agents to be extra vigilant.

“So far, I think the process took off to a slow start in the morning. On the NPP side, I have been monitoring with some worrying signals. I am beginning to suspect a grand scheme in place to disenfranchise people from the Ashanti and the Eastern region and the basis of my statement is that in the morning in Nsutem D/A Primary School in the Fanteakwa district, the equipment were brought there and the vigilance of our agents helped us to check that the date on the machine was that of yesterday (27 April)”, he stated.

“As I speak to you, there are other centres in the Ashanti region, Obuasi, where you have somebody registering and the date is 27 April when the exercise started on the 28 April. These things have been brought to the attention of the EC, but I have never monitored this anywhere apart from these two regions and it is becoming quite rampant and I am putting it out that I suspect a grand scheme to perpetrate fraud in these two regions”.

“… [A] grand scheme [by] the administrators of this process. There is a grand scheme and it will be fiercely resisted. It cannot just have happened out of nothing. All the incidences that have happened seem to be unique, and, so, this is what we have and we will urge our agents to be extra vigilant.

“… The world must know that there is a sinister motive and we are waiting for the EC to give us some response to these emerging developments that are indeed very worrying”.

Mr Adjei Mensah Korsah said the trend was worrying because “anybody [with an ID card], which bears a date [of] 27 [April], you are cut out of the central data base. Any such registration that bears a different date other than the stipulated period is null and void”.

But Mr Arhin says he suspects the mishap could have been as a result of a “technical problem”, but charged the EC to come out and explain to stakeholders why there was such a case.

He told Emefa Apawu on Class FM’s 505 news programme on Thursday April 28 that: “If it is not corrected, it can mar the exercise, but it was good the issue came up early, so, if there is any remedy, it can be rectified before it is too late”.

“The date itself may not affect the credibility of the EC, but, of course, if it is corrected, the ones issued can be called back and corrected”.

Parties abusing challenge process in registration exercise – CODEO

The Collation of Domestic Election Observers (CODEO), has said some political party agents monitoring the ongoing limited voters’ registration exercise have been abusing the challenge procedure.

The Electoral Commission’s limited voters’ registration exercise took off nationwide on Thursday April 28, and it is expected to register 1.2 million voters who have turned 18, as well as prospective first time voters.

But CODEO says the instances where party agents abused the challenge procedure on the first day of the exercise, may discourage some prospective voters from partaking in the exercise.

They cited a particular polling station in the Eastern Region that had about 20 registrants challenged by party agents of the National Democratic Congress and the New Patriotic Party.

According to CODEO, reports indicate that the party agents may have been abusing the challenge procedure just to outdo each other.

Speaking on Eyewitness News, a research officer with CODEO, Rhoda Afful, said, “You realize the parties are now more or less trying to outdo each other in terms of raising challenge accusations against registrants. This is something we are quite worried about; that some qualified people could be turned away because of this situation that we are having at the registration centers.”

Mrs. Afful noted that there could be justifiable reasons for party agents using the challenge procedure but things get worryingly out of hand when they are done with ill-motives.

“It is quite alright for a party agent to raise a challenge against somebody. The rules allow it. But in an instance where you have almost all registrants, 20 of them being challenged by a political party sort of in a playful manner, I think it is quite worrying and something we need to look at.”

“The way we do it, is something that we need to be careful with so that we don’t unnecessarily turn people away from the centres,” she added. S

he has thus called on the political parties to caution their polling agents against abusing the challenge procedure. Despite this hiccup, CODEO said the first day of the exercise was generally successful.

W/R: NDC bussing 20,000 Ivorians to register – CPP

The Convention People’s Party (CPP) has accused the governing National Democratic Congress (NDC) of conveying more than 20,000 nationals from neighbouring Cote d’Ivoire to various registration centres to partake in the ongoing limited voters’ registration at Elubo in Ghana’s Western region.

The CPP has said it would not deploy representatives to centres other than those in the border towns in areas such as the Western and Volta regions, as it seeks to prevent what it calls the NDC’s fraudulent methods.

Speaking to Class News’ Regina Borley Bortey, National Youth Organiser of the CPP, Ernesto Yeboah said the party would prevent such impositions from happening.

“Concentration is currently on the border towns where those constituencies are closer or share border with other countries like Cote d’Ivoire, Burkina Faso and all of that. As I speak to you, I am in the Western region and we have information that more than 20,000 Ivorians are being transferred from that country through the Elubo border and New Town in order to come and decide who becomes the MP of Jomoro. … That is what we are doing here right now – to be able to prevent this imposition from happening,” he stated.

He said the CPP had no problem with Ghanaians living in Cote d’Ivoire coming back to their constituencies to register, but rather concerned about non-citizens attempting to take part in the limited registration exercise, which started on Thursday April 28.

“...We are talking about those, who have no stake, those, who are non-citizens, who have come here simply on contract to come and register and then decide for the people, who becomes their leader…all our intelligence and everything confirms the NDC is certainly involved in the bussing of people – that is Ivorians – into the country to decide who becomes the president and Members of Parliament”.

In a swift response, Famous Tumi-Acquah, Western Regional Communications Director of the NDC, denied the allegation.

“We the NDC are denying what the CPP is saying,” he stated.

“He [Ernesto Yeboah] is claiming NDC is bussing 20,000 people. 20,000? How did he manage to count them? How many buses will come from Ivory Coast with 20,000 people? So, that even shows that he is lying.

“He just wants to throw something into it…he is looking for popularity; that is all,” he added.

Limited Voter Registration: Low turnout as rain disrupts exercise at some centres

A ten-day limited voter registration exercise by the Electoral Commission (EC) of Ghana has begun on a predictably low turn-out note.

Most Ghanaians often prefer to wait until the deadline for registration draws closer.

The EC hopes to register about 1.2 million people as it opened the register, Thursday, April 27 at more than 3,000 polling centers across the country.

In the Volta region, scores of first-time voters at the Ketu South and Anlo constituencies were unable to register due to a heavy rainfall which disrupted the exercise.

The exercise was halted at the various polling centres due to the heavy downpour in most parts of the region, Joy News Ivy Setordzie reported.

And some prospective voters were turned back as they did not have the either requisite identification or guarantors.

At the Asawase constituency in the Ashanti region, many young men and women are unable to complete the process because they do not have guarantors.

About 300 registrations are expected to be done in the 594 polling centres in the region.

Joy News' Erastus Asare Donkor reported that some participants showed up at the polling stations with National Health Insurance Cards, which is unacceptable. They had to be turned back home to get guarantors.

Although a voter's ID card is mainly for electoral identification purpose, some of the newly eligible voters confessed there are non-electoral considerations in turning up for the exercise.

"I want to engage in mobile money business and that is why I am here to register, a participant told Joy News.

"I wasn't interested in the exercise. My sister convinced me to come," another said adding the card will help her get a passport.

At the God's Way polling centre in the Eastern region, the exercise was disrupted after a scuffle erupted between some National Democratic Congress (NDC) and New Patriotic Party (NPP) supporters.

Joy News' Kofi Siaw reported that the NDC supporters prevented some people from registering, claiming they were minors who were being forced by some NPP members to register.

But Kofi Siaw said nerves were calmed by police officers who were at the center.

At some polling stations in the Ahanta West Constituency in the Western Region, people have reportedly not been able to register as the biometric verification machines have broken down.

NPP Constituency organizer in Ahanta West, Kwesi Tawiah, told Joy News many people have left the polling stations after waiting for hours.

The Korle Klottey constituency in the Greater Accra region has also recorded a low turnout.

The NDC parliamentary candidate for Korle Klottey, Dr. Zanetor Rawlings is reported to have registered in the exercise.

Limited voter registration begins today

The 10-day voter registration for first time potential voters begins across the nation from today, Thursday, April 28.

At least 3,000 registration centers are expected to be mounted for the exercise, which is scheduled to end on Sunday, May 8.

It is the first exercise of the Electoral Commission of Ghana as regards preparations towards the 2016 elections.

Chair of the Commission Charlotte Osei has already assured of the EC’s preparations for the exercise.

The 25 registered political parties are expected to be represented at each center by their agents.

Poor education, wrong timing

Some Ghanaians have expressed concerns about the low level of sensitization in heralding the exercise.

Others think the EC appears to have a misplaced priority after it launched a five-year strategic plan including the launch of a new logo two days prior to the registration exercise.

Head of the Political Science Department of the University of Ghana Dr Bossman Asare in an interview on TV3’s News 360 on Wednesday, April 27 said “not a lot of public education has gone into it”.

He said most of the targeted Ghanaians – those who recently turned 18 – are currently in schools, questioning the timing of the exercise.

“We know a number of the students are writing the WASSCE and most of them should be 18 and above and we know that the system should be very fair for them to take part in the process.”

NDC ‘over-ready’

Speaking on TV3’s News@10 on Wednesday, National Organiser of the National Democratic Congress (NDC) Kofi Adams expressed confidence in the EC ahead of the exercise.

Mr Adams said the ruling party has already deployed agents to all registration centers, charging each of them to be bold to challenge any persons suspected to be less than 18 years.

“I hear there are some people who are bringing fake birth certificates and the rest to justify their ages. We are checking very well on that and crosschecking with serial numbers of all those information to make sure that those who are not qualified to register will not find their names in the register.

“We are more than ready for the exercise.”

NPP not satisfied

On behalf of his party, Director of Elections for the New Patriotic Party (NPP) Martin Adjei Mensah Korsah said the NPP has put in place measures to “properly” accocunt for “whatever” registration that comes in daily.

“We are going to seriously guard this process,” he stressed.

He, however, expressed disappointment in the Commission’s preparedness in terms of sensitization towards the exercise.

“Yesterday, today all media attention has been on a certain logo and a certain strategic plan when you are planning to bring about 1.2 million new voters on your register. Such an important exercise.”

PNC taking exercise seriously

The People's National Convention (PNC) says the exercise is such an important process not only for its new members but also for Ghanaians.

It says its flagbearer's campaign has targetted potential first-time voters, tagging them the 'New Force'.

"The future of Ghana lies on the shoulder of these young people," said Atik Mohammed, the General Secretary of the party.

He said the PNC will deploy agents to all registration centers for the exercise.
